Of course, you can always take something old and weaponize it - things like malaria and yellow fever were effective but needed insect help. Just make them human to human transmissible.

Maybe genetically alter mumps/measles? People going blind, insane ala War Z? With so much dope smuggled into the U.S. via Mexico, have a few pounds of these things in individual metal containers. Strap 'em individually to drones, letting them fly thru downtown Wall Street releasing their loads on command. How quick would Wall Street crash? Imagine financial repercussions of it shutting down because of this. Somewhere in my stash of movies, there's one where people catch something that causes them to go blind. Why some go blind, others not, don't remember. And how about someone building a BIG drone, capable of carrying a 20 pound (for example) payload?

20 pound payload? Why not just steal a military UAV than can carry a nuke? Then you can have a large payload and many hours aloft. I've seen one picture of a jet UAV that makes me think it's the size of a DC9 or 737.
Even the smaller UAVs that are about the size of a 4-seat Piper can carry several hundred pounds.
More shock and awe (and less radar visibility) if the craft is flying down the middle of the street just above the treetops and spewing whatever but still effective if it drops a heavier mist from a higher altitude.
And do you want that dropped mist visible (red, purple) for shock and awe or clear for stealth?
