The local airports had a glitch in their 72 hour weather history yesterday - the times were in UTC instead of EDT. I'm lazy, so I copied the entire chart and pasted it into an Excel sheet. The first data line (after 3 lines of headers) is line 4. The time is in Column B. I inserted a new Column C and set the formula in cell C4 to "=B4-TIME(4,0,0) +24" to convert UTC to EDT (for another few weeks). When DST ends, the formula will be =B4-TIME(5,0,0) +24 to convert UDT to EST. You need the "+24" because Excel goes crazy if the time is negative :-)
There are more sophisticated ways to do time math in Excel, but that's the simplest way to do hours, minutes, seconds time arithmetic.

Been dealing with UTC since before it was UTC, back when it was still GMT. My father had an old Hallicrafters shortwave receiver. He used the WWV broadcast for setting the clocks and watches, so I've been converting in my head since I was around five. BTW, I still have that receiver that is older than me.
