With just basic transportation (cars, trains, ships) the 1918 Spanish Flu spread very quickly. (Troop trains, huge military training sites and troop transport ships probably helped a lot.) Thanks to modern air travel, almost any virus can infect the world in a matter of days - just release it in (or let some infected wander through) all the international airports. Bingo! It will be spread to every country in less than 24 hours. Infected people will appear everywhere in whatever the minimum incubation time is.
Got elderberry syrup in your panrty?
If there's a new "flu" or whatever, that country's borders need to be closed immediately and tighter than the Russians controlled East Berlin.

Remember how quick Capt. Trips spread when that Army guy deserted his post in Calf. before hitting those fuel pumps in Texas? And no way you can ever close a countries border.
