The ELF, from Organic Transit starts at $9000. It's a semi-enclosed 3 wheel "commuter" vehicle (26" bicycle tires) with pedals and an electric motor powered by a 48 vo;t, 16AH battery. The roof is a 100 watt solar panel, so some charging whenever it's in the sun but you may need more charging power if you use the motor more than you pedal. There;s an extra cost option of a second battery and colors other than white are also extra cost. The construction of an older version of the ELF is in a "How It's Made" episode with a title which contains "3 Wheel Electric".
IP you're in a secure area and you have good roads, this might be a good vehicle for mostly level travel. It's for one person (a 3 speed hub isn't the best for hill climbing), with a small cargo shelf (keyword of small) and a rear hatch to access that shelf. You won't be mounting an automatic weapon on the aluminum frame or the ABS plastic shell. While it might be nearly silent recon, it's not an attack vehicle.
I doubt that the made-in-India under $10,000 electric car would meet US safety standards but it can carry more than one person and it does have doors and windshield wipers. Or you could do the Thai thing of an entire family riding on a small motorcycle.
I can see using an ELF in an urban area with bicycle paths and for suburban "loaf of bread and gallon of milk" grocery trips. Not so much on gravel or dirt roads or in hilly terrain - unless your local shadetree mechanic can put in much bigger batteries and provide a way to charge those batteries.
